Indonesian legal drafters learn from Dutch expertise

On Thursday, 27 July 2017 a conference in Jakarta marked the end of a 4 years’ Indonesia-Netherlands project for the Human Resource Development Agency of the Ministry of Law and Human Rights (BPSDM Kemenkumham) of the Republic of Indonesia. Better legislation at regional and local level, will ultimately contribute to improved public satisfaction and accountability.

The project has been part of the global Netherlands Initiative for Capacity in Higher Education (NICHE)brings together various partners from the Netherlands and Indonesia: Nuffic as the coordinating agency, and specifically for this project a consortium consisting of CINOP Global, Leiden University of Applied Sciences, Wageningen University and University of Indonesia as implementing partners. 

In his opening remarks, Mardjoeki, the Head of BPSDM Kemenkumham highlighted a few achievements of the project: “through this NICHE project the current curriculum on legislative drafting has been updated, the capacity of our staff and trainers has been upgraded, and our capabilities in managing education and training within our organization has significantly improved” he further mentioned some other deliverables such as, e-learning facilities, an improved quality assurance system and development of a gender policy. 

Johannes de Geus, Director of CINOP Global said, “you have reached a remarkable and high standard for e-training in your courses. Some Dutch legislative Learning institutes will envy you for that, I am sure”.

In a reaction, Mervin Bakker, Director of Nuffic Neso Indonesia commented: “I am extremely pleased with the results that have been achieved in this project. This is a great example of the fruitful and intensive collaboration between Indonesia and the Netherlands in the legal field.” 

 

The Netherlands Initiative for Capacity development in Higher Education (NICHE) is a Netherlands-funded development cooperation programme. By sustainably strengthening higher education and technical and vocation education and training (TVET) capacity in partner countries, it contributes to economic development and poverty reduction.
