Researcher for Desk Study on Vocational Education
In March 2017, two Dutch education experts will come to Indonesia to collaborate with Indonesian education experts on an education mission. The objective of this mission is to formulate a proposal for components of an Indonesian – Dutch cooperation model for the revitalisation of vocational education in the agriculture sector in Indonesia in the next three years. Two schools (SMK) have been selected as pilot cases for education revitalisation, in East and West Java. A desk study is required in preparation for this education mission.
EP Nuffic, the Netherlands organization for international cooperation in education, is represented in Indonesia by Nuffic Neso Indonesia (Neso). Neso works closely with the Embassy of the Netherlands in developing the program for revitalisation of vocational education. Neso is looking for a researcher with strong communication skills in Bahasa Indonesia and English to undertake this desk study, with an immediate start.
The desk study should review relevant documentation and other data that are relevant to analyse the situation in the agricultural sector and the capacity needs of the relevant schools. Existing policies, government programmes and regulations should be reviewed, as well as independent literature.
Documents to be consulted include (among others):
- The Indonesian National Standard of Education,
- Presidential Instructions Number 9/2016,
- School Development Plans for the two vocational schools
- Existing information on (regional: East and West Java) labour market needs & analysis
The expected output of the desk study is a short pre-departure briefing note (approximately 2000 words) including main findings, conclusions and recommendations for the ‘education mission’. The documents and secondary data consulted should be attached as appendices.
The Dutch education experts will use the desk study as the basis of their needs identification exercises, labour market analysis, workshops and program design.
We are looking for a researcher with strong communication skills in Bahasa Indonesia and English. Experience in working with government institutions or in the field of vocational education is desirable but not compulsory. The researcher is needed to start immediately and finish the desk study within one to two weeks.
