Monitoring & Evaluation Officer (Fulltime, based in Jakarta)

The Ministry of Education & Culture (Kemdikbud) is looking for an experienced Monitoring & Evaluation (M&E) Officer to work on the implementation of the Pilot project ‘Revitalisation Vocational Education and Training in Indonesia’.

Context

On 23 November 2016, a Memorandum of Understanding (MoU) was signed between Indonesia and the Netherlands on Vocational Education and Training (VET). This MoU includes a pilot in agricultural cooperation as a start-up phase, and exploring opportunities to later extend this cooperation to other sectors. The needs identification mission as the first step in this cooperation has been taken place in August and September 2017, existing of a labour market analyses in agriculture and capacity needs identification in two schools (SMKN 2 Subang and SMKN 5 Jember) chosen as pilot cases. In November and December 2017, a Project Management Office (PMO) is established and based in Kemendikbud to translate the outcomes of the needs identification mission into a concrete project design. Currently, the PMO needs to expand its team capacity for the execution of the implementation phase of this pilot project.

Responsibilities

  • Manage interests of stakeholders (users (SMKs), suppliers (e.g. researchers, related projects) & PMO)
  • Defines monitoring and quality criteria
  • Monitor performance and delivery: measure project performance against its projected benefits. Are the intended recipients of the project outcome being met?
  • Evaluates project process
  • Performs risk assessments of project process and organization, project implementation activities, project deliverables, and the environment within which the project operates (SMKs)
  • Provide risk, strength, status, quality review, and assessment mechanism over project activities and structure
  • Keeps in control as the project matures
  • Work with project team to ensure that risks are collected, prioritized, and mitigated, i.e. risks associated with project investments and tactical project activities
  • Validate and communicate project progress and risks
  • Identify strengths and weaknesses of project approach
  • Recommend effective project, process and technology controls
  • Enable effective project reporting and communication
  • Report to Project Manager

Competences/Qualification

  • Relevant higher education degree
  • Disciplined and structured approach to planning, risk, issue tracking and management
  • Communicative and outgoing personality
  • Interactive team player and able to work independently
  • Good organization skills
  • Good Computer Skill (Microsoft Office, Outlook, Excel, Word, Powerpoint)
  • Strong language skills in Bahasa Indonesia and English are required
